Accident-free campaign

Accident-free campaign aims to achieve safe and healthy workplace through active participation of every individual in a given workplace based on human respect. Occupational accidents of all kinds can be prevented through the process and a worker-friendly and enjoyable workplace can be created
Accident-free campaign aims to achieve safe and healthy workplace through voluntary participation of everyone on human respect. The movement started on September 1, 1979 to raise the public awareness and reduce occupational accidents thereby creating a happy workplace

    September 1, 1979 :
    A guideline was issued by the Ministry of Employment and Labor (MOEL) to launch Accident-free Campaigns

    October 1, 1989 :
    When KOSHA was established in 1989, some of the work tasks related to Accident- free Campaign were transferred from the MOEL to KOSHA

    Aug. 21, 1992 ~ Aug. 30, 1993 :
    Signature-seeking drive aimed at 10 million supporters was launched to promote Accident-free Campaign nationwide (A total of 10,097,609 persons signed including the President, Prime Minister, Government Ministers, religious leaders, etc.)

  • July 1, 1997 :
    KOSHA became fully responsible for tasks related to Accident-free Campaign

Three major principles of Accident-free campaign
▶ Accident-free Campaign
Human respect is the underlying principle of Accident-free Campaign. Human respect means to value every individual without discrimination. With human respect as the management philosophy, all managers should make sure that none of the workers get hurt in the workplace. In addition, managers and inspectors of the worksite should remind themselves that workers’ safety lies in their hands. Workers, on the other hand, should commit to their own safety while doing their best to safeguard their co-workers’ safety as well
▶ Three major principles
  • Principle of zero-accident - The idea of zero-accident is not a passive mindset, which takes satisfaction in the state of no fatal accidents or lost workdays. Rather, zero-accident means to preemptively identify all potential risk factors and solve any underlying problems, thereby fundamentally eradicating all root causes of occupational injuries and illnesses
  • Principle of safety first - Safety first is the ultimate goal in Accident-free Campaign in order to create safe workplaces. It means to identify hidden work hazards and remove them before accidents occur
  • Principle of participation - All people in a workplace cooperate and commit themselves to do their part in identifying work hazards and remove potential risks

  • Planning for the launch of Accident - Free campaign
    • Establish goals and implementation plans for the campaign
    • Decide on the launch date of the campaign
  • Training and PR activities before launching the campaign
    • Training on the significance, purpose and methods of the campaign
    • Conduct PR activities using company bulletins and banners
  • Official launch of the campaign : Declare the beginning
    • Workplaces an choose their own ways to run the campaign : employees and workers’ representatives can declare their commitments to the campaign during meetings; Or raise the campaign flag in worksite.
  • Submit a report about the launch of the campaign
    • Workplaces are to submit a report on the campaign, within 14 days from the official beginning of the campaign, and submit the report via mail, fax, on - line, or in person.
  • Accident - free campaign in progress
    • Keep records of the progress
    • Encourage employers’ and workers’ participation
    • Receive training on accident - free campaign provided by KOSHA’s training institutes, if necessary
    • Ask for KOSHA’s support when technical guidance, safety inspection, and other training and campaign materials are needed
  • Apply for certification when the goal has been achieved
    • If accident - free target has been met, apply for the certification of achievement within 60 days, and submit the application via mail or in person
  • Prepare for KOSHA’s review
    • Post an announcement, which allows workers to convey any objections about the campaign results, if any.
    • Decide on KOSHA review date prepare necessary documents
  • Receive accident - free certification / achievements are recognized
    • Upon receiving the official document recognizing zero - accident record from KOSHA, the workplace nominates a person, who made remarkable contribution.
    • Consult with KOSHA about the ceremony recognizing the achievement (the date and location are decided by the workplace)
    • Promote the achievement through company bulletins and banners
